A municipal Emergency Preparedness Plan is a document that addresses potential threats to a community and includes a plan for how to deal with each one.
A well-thought out plan clarifies roles and responsibilities, provides guidance to first responders, identifies resources and emergency contacts, and outlines what operations must occur in the event of an emergency.
